This position is funded from the Commonwealth's annual operating budget.
Duties:
1. Manages all Marine Fisheries public access projects.
2. Works closely with FBA to identify, plan and implement construction/renovation/improvement of new fishing piers and other structures for fishing access.
3. Serves as a liaison to fishing groups for all matters of saltwater fishing access including advocating for beach and shore access.
4. Coordinates all Project fishing access activities with respect to creation, development, and management of existing and potential saltwater fishing access properties, structures, easements or negotiated access agreements.
5. Works alone and with other Department staff regarding public access site creation, enhancement, maintenance and management.
6. Drafts and disseminates RFR’s, RFP’s, contracts and MOA’s or MOU’s regarding public fishing access structures, improvements or negotiated access agreements.
7. Arranges for the staffing of access site monitors at DMF properties on a seasonal basis if needed.
8. Acts as the agency contact for issues that impact fishing access, such as negotiations regarding endangered species protection, creation of or updating of beach management plans, etc.
9. Acts as the primary contact between the Division, the towns, the public and abutters regarding the management of Department access sites and structures.
10. Administers expenditures and revenues associated with recreational fishing access.
11. Communicates regularly with the fishing public, department staff, and other entities such as local land trusts with knowledge of potential properties for acquisition for preservation or enhancement of saltwater fishing access.

Qualifications:
MINIMUM
ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of
full time, or equivalent part-time, professional, administrative or
managerial experience in business administration, business management or
public administration the major duties of which involved program
management, program administration, program coordination, program
planning and/or program analysis, or (B) any equivalent combination of
the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's license may be required.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

access issues regarding marine beaches, structures and waters.
2. Knowledge of marine oriented structures such as piers, boat ramps, and construction materials and methods.
3. Knowledge of plot and construction plans, specification setting, and bidding processes.
4. Knowledge of land management planning and tools.
5. Knowledge of fund tracking and administration methods and tools.
6. Ability to prepare documents and reports accurately, including the ability to prepare and use charts, graphs and tables.
7. Working knowledge of Massachusetts recreational fisheries.
8. Possession of a current Massachusetts Motor Vehicle Operator’s License. Job may require irregular work hours.

Comments:
This
is a Civil Service position. This position plans and manages
recreational fishing access projects for the agency and coordinates with
the Office of Fishing and Boating Access staff on same. Tasks include
implementing new access projects, managing and improving existing sites,
and involvement as an agency liaison with recreational fishing groups
and other government entities regarding site management issues and
management plans. This position is funded through dedicated monies
generated by the new Massachusetts recreational saltwater permit.
