Sea Center Texas Hatchery Manager/Natural Resource Specialist V

Agency: Coastal Fisheries Division, Texas Parks & Wildlife Department (TPWD)



Job Location: Sea Center Texas Hatchery, Lake Jackson, TX.



Responsibilities: Performs complex managerial work overseeing the daily operations and activities of Sea Center Texas fish hatchery. Work involves establishing goals and objectives; developing guidelines, procedures, rules, and regulations; developing schedules, priorities and standards for achieving established goals; coordinating and evaluating program activities; and developing budget requests; fish propagation, fish distribution, production analysis and maintenance of facilities. Coordinates renovation and maintenance projects necessary for the operations of a State Fish Hatchery. Provides outreach to the public. Plans, assigns, leads and monitors the work of others at the hatchery. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. Assists the Facility Director with various special assignments. Performs additional duties as assigned. Complies with all Agency, Division, and branch rules, regulations, and procedures.

Minimum Qualifications:
· Education: Graduation from an accredited college or university with a Bachelor's degree.
· Preferred Education: Graduation from an accredited college or university with a Bachelor's degree in fisheries biology, marine biology or closely related field.
· Experience: (1) Three years of progressively responsible experience in the operation and/or management of a major governmental fish hatchery; (2) Two years of experience as a full-line supervisor or (3) Three years of experience in a non-supervisory position that required leadership skills and implementing program directives. Note: Experience may have occurred concurrently.
· Acceptable Substitutions:
1. Graduation from an accredited college or university with a Master's degree in fisheries biology, marine biology or closely related field may substitute for one year of the required experience, excluding the supervisory experience.
2. Graduation from an accredited college or university with a Ph.D. degree in fishery biology, marine biology or closely related field may substitute for two years of the required experience, excluding the supervisory experience.
· License/Certifications: Must possess or be able to obtain, within 30 days of employment, a valid Class "C" Texas driver's license. NOTE: Retention of position contingent upon obtaining and maintaining license


Working Conditions: (1) Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays; (2) Required to adjust to changing schedules; (3) Required to work overtime as necessary; (4) Required to operate a State vehicle; (5) Required to travel with possible overnight stays; (6) Required to respond to emergency and on call situations; (7) Required to perform work outdoors, occasionally in adverse weather conditions; (8) Required to perform work in water-based field activities, including work aboard seagoing vessels; (9) Must conform to agency work rules, safety procedures and dress standards; (10) Non-smoking environment in State buildings and vehicles.



Knowledge, Skills and Abilities: (1) Knowledge of marine fish hatchery methods and conservation issues; (2) Knowledge of pertinent research and fisheries management techniques and theories; (3) Knowledge of local, state and federal laws and regulations relevant to program areas; (4) Knowledge of the principles and practices of public administration and management; (5) Skill in operating personal computers and related software; (6) Skill in public relations; (7) Skill in effective verbal and written communication; (8) Skill in developing goals and objectives; (9) Skill in planning, assigning and/or supervising the work of others; (10) Skill in developing processes, procedures and policies for administrative functions; (11) Ability to plan and coordinate facility and equipment maintenance programs; (12) Ability to lead others; (13) Ability to devise solutions to administrative problems; (14) Ability to develop and evaluate administrative policies and procedures; (15) Ability to prepare concise reports; (16) Ability to work independently with little or no supervision; (17) Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.
