Environmental Defense Fund is seeking an Economist to serve as a senior member of our Gulf of Mexico and Southeast Oceans Program to advance economic and business strategies to restore the region’s fishery and coastal resources and make sustainable fishing practices and conservation the most economically sound way of doing business.

Key Responsibilities

· Work with the Senior Conservation Manager - Gulf of Mexico and the Oceans team to develop market/incentive and ecosystem based strategies to reduce overfishing and coastal and marine habitat loss, and address other key issues facing the Gulf and Southeast.

· Conduct economic analyses of complex fishery management and marine resource conservation issues and programs; provide substantive feedback on Oceans team proposals and projects.

· Engage academic economists, policy experts, business leaders, fishermen and other resource users to develop and guide economic research that is timely and relevant for decision makers.

· Develop and foster partnerships among disparate interest groups including fishermen and business leaders, government officials, academics, and public interest groups.

· Work closely with and testify before the Gulf of Mexico Fishery Management Council, National Marine Fisheries Service, state agencies and legislatures, and the U.S. Congress.

· Work in collaboration with EDF Oceans Program staff from other regions to develop strategies that advance common goals.

· Engage the media to effectively advance EDF goals and communicate project results to a broad array of audiences.

· Represent the Gulf of Mexico and Southeast Oceans Program at EDF regional and national meetings, and at conferences, workshops and professional meetings as needed.


Qualifications

· Advanced degree in Economics, with a publications history.

· Knowledge of and demonstrated experience designing and implementing market-based management tools, especially related to natural resource and environmental management.

· Demonstrated expertise in economics research, economic survey design and implementation, and in applying creative solutions to complex problems.

· Minimum five years of professional experience in program and/or project management, with demonstrated problem solving skills, in private business or industry, federal or state government agencies, or conservation organizations.

· Experience working cooperatively with decision-makers, including government officials, business and industry leaders, state legislatures, and the U.S. Congress.

· Excellent written and oral communication skills.

· Demonstrated ability to work constructively with colleagues, academic scientists, fishermen, regulators, and other partners of diverse backgrounds and interests.

Preferred Qualifications

Research Associate, Gulf and Southeast Oceans Program, EDF

The Gulf and Southeast Oceans Program Research Associate will report the Senior Conservation Manager and assist the program’s staff and consultants to find, analyze and synthesize qualitative and quantitative information from diverse sources to advance our work to improve fisheries management in the Gulf of Mexico and Southeast.


Key Responsibilities

Conduct literature searches using libraries and on-line sources to identify, locate and evaluate published materials.
Increase senior staff’s effectiveness by reviewing publications and other information resources for material relevant to program activities and objectives.
Develop, maintain, and analyze databases.
Assist senior staff to prepare information to respond to inquiries from agencies, environmental groups, the press, and others.
Cultivate relationships with information sources at public agencies, environmental groups, and industry organizations.
Coordinate with senior, administrative and development staff on advocacy efforts.
Research and help write and review technical reports.

Senior Communications Manager, Gulf and Southeast Oceans Program, EDF

The Senior Communications Manager for the Gulf and Southeast will guide communications activities for the Oceans Program of Environmental Defense Fund in the Gulf and Southeast regions. He/she will develop and execute communications plans that are strategically aligned and support the core work of the Oceans Program in the regions and nationally and support EDF’s brand.

Key Responsibilities

Work with Oceans staff to create strategic communications plans and accompanying messaging to support Program policy goals.
Make strategic and tactical use of both offline and online media to promote Environmental Defense Fund and the goals of the Oceans program, and ensure positive media is strategically distributed to key audiences.
Identify and develop news stories, editorials and opinion pieces on a systematic basis for EDF’s priority issues, including generating public support from third parties.
Develop the creation and implementation of media outreach and response strategies on a daily basis, monitoring and facilitating media response to breaking news and political/legislative events.
Plan and execute media conferences and in-person meetings with media, including preparing program staff and partners with training and advice for various communications and presentation opportunities.
Create, edit and proofread communications materials under deadline pressure.
Maintain media contact lists; maintain regular contact and strong relationships with targeted reporters.
Work closely with a core marketing team to conceive and execute integrated marketing campaigns utilizing multi-media channels (web, collateral, advertising, etc.) for maximum outreach and effectiveness.
Prepare summaries and analyses of communications activities on a monthly basis.
Recruit and supervise staff, interns and consultants, as needed.


Qualifications

A minimum of five years media experience, preferably in a political or issue advocacy context. Environmental communications experience is a plus.
Excellent verbal and written communication skills.
Superior creative and opportunistic media and other outreach abilities.
Track record of producing national and regional media coverage.
Excellent organizational skills, including the ability to handle and prioritize multiple tasks and to meet deadlines.
Good strategic public relations and media judgment.
Ability to multi-task and work effectively with staff on many levels who work in several EDF offices.

Deputy Regional Director – New England Region Oceans Program

The New England Oceans Program Deputy Director will be responsible for developing and implementing strategies that advance these goals in New England, and will play an instrumental role in guiding our fisheries project teams to a success in their endeavors. This is an excellent opportunity for someone who has expertise in fisheries and oceans policy and a demonstrated success managing teams and affecting environmental policy change. The Deputy Director will report to the Director of EDF's New England Oceans Program. This position is located in EDF's Boston office.

Key Responsibilities
The Deputy Director will:

Work with the New England Oceans Program Director to supervise regional staff and consultants.
Review and update as necessary the budget and strategic planning documents and work plans for all major program initiatives in the region.
Analyze complex fishery management programs to find ways to improve fisheries through both regulatory and non-regulatory measures.
Develop and advance strategies to improve fisheries management through the New England Fishery Management Council.
Forge alliances and build relationships with key players in New England fisheries and ocean management, including in the fishing industry and at the NEFMC, NOAA, state agencies, and NGOs.
Help build regional coalitions and promote conservation leadership in the commercial and recreational fishing communities.

Qualifications
The successful applicant will have the following qualifications:

Knowledge of federal and state ocean conservation laws and regulations.

Partnership Manager, PCI-Media Impact

About the Position:

This is a very strategic position for PCI-Media Impact (Media Impact). Media Impact is committed to developing capacity around the world to use creative storytelling and Entertainment-Education to advance social change. Thus, partnerships sit at the center of our model. Working closely with the Executive Director, the Partnership Manager will work in the Partnership Team and will support all aspects of partnership development, fundraising, management and reporting. Approximately 75% of workload will focus on partnerships and donor cultivation, with approximately 25% dedicated to program support, communications, teaching and codification of approach.



Duties and Responsibilities:

Management and Strategy

Duties Include:

Work closely with the Leadership Team at Media Impact to ensure a coordinated and strategic approach to partnership development, constituency building and generating support and business opportunities.
Help plan, execute and evaluate fundraising opportunities for the organization and support partner related work, such as preparing Memorandums of Understanding, reports, updates, etc.
Help direct and oversee activities required to raise funds and communicate with foundations and institutional donors (including multi- and bi-lateral donors), major donor gifts, direct marketing, planned giving and public relations.

Duties Include:

Develop a diversified institutional giving effort. Working with Leadership Team, strategize goals and targets for increasing this revenue stream.
Write proposals, reports, and letters of intent.
Assist in the stewardship of funders. Prepare acknowledgment letters, cultivation mailings, and other correspondence and communications with foundation and institutional donors.
Conduct prospect research on foundations and corporate giving entities.
Develop and oversee grant tracking system and ensure that all proposals and reports meet deadlines as required by funders.
Work with Finance Department to generate financial reports for funders as needed. Monitor and report on foundation income. Reconcile revenue with Finance Department.



Major Individual Donors and Direct Marketing

Duties Include:

Support major donor cultivation and direct marketing efforts and strategy for the organization, including: review major donor fundraising campaigns including developing appeal text and content, preparing mailing lists, establishing mailing schedules, tracking expenditures and income, preparing mailing materials, and develop and implement a Major Donor cultivation strategy to expand base of new donors, current and lapsed donors.
Coordinate drafting of responses to mail (including e-mail) and handle incoming calls. Answer questions about Media Impact’s mission, policies, programs and procedures.
Produce special correspondence and mailings as needed, including special acknowledgment cards for tribute gifts and gift memberships.
Maintain our direct mail correspondence and follow-up to individual donors, including cultivation of Media Impact’s bequest program, the Signal Society.



Program, Communications and Codification

The Partnership Manager will sometimes be called upon to support program activities, communication efforts and to support codification of Media Impact’s approach to Entertainment-Education.

Communications / Marketing Specialist, NOAA

Responsibilities:

This position is to serve as a Communications, Outreach, and Marketing Specialist who coordinates and promotes marine and coastal science being conducted by the Center for Coastal Monitoring and Assessment (CCMA, www.ccma.noaa.gov). Based in Silver Spring, MD, CCMA’s mission is to assess and forecast coastal and marine ecosystem conditions through research and monitoring. CCMA scientists conduct field observations at regional and national scales in the broad thematic areas of coral reef ecosystems, marine protected areas, coastal and ocean assessments, contaminant monitoring, eutrophication and harmful algal blooms. CCMA is one of five National Centers for Coastal Ocean Science within NOAA's National Ocean Service.



Working with the CCMA Director and Branch Chiefs, the Communications, Outreach, and Marketing Specialist will oversee and assist in the development of all outreach and communication materials and activities to increase the national visibility and impact of CCMA. The applicant MUST have prior work experience in developing communication strategies as well as planning, implementing, and evaluating communications and outreach projects; preferably from a coastal and ocean research or management agency or organization. The applicant should also have experience in communicating scientific information to a diverse audience.



Providing communications and other support as needed for the Center Directors and Branch Chiefs.
Providing communications and organizational support for regional and national programs, events and workshops.

Algal-herbivore-coral interaction Post-doctoral position, Florida International University and NOAA Southeast Fisheries Science Center

Miami, FL

NOAA’s Southeast Fisheries Science Center and Florida International University (FIU) seek to hire a post-doctoral researcher to examine the relationship between herbivores (especially parrotfishes), algae, and
corals on coral reefs. This is a pre-announcement to gauge interest from potential candidates. A formal announcement will follow in the coming months.

Specific tasks are twofold:
1) review, analyze, and synthesize existing information from the literature, critically examining the relationships between herbivory, algae and coral, and the context-dependent nature of these relationships (e.g. effects of geography or proximity to large population centers, land-based sources of pollution, fishing pressure, MPA protection, etc.), as well as identifying gaps in our current knowledge of these factors;
2) conduct field studies to begin addressing the most critical data gaps in our knowledge of the effects of parrotfish on algal assemblages and coral communities (e.g. size- and age-based demographic patterns,
grazing rates/feeding preferences different parrotfish species, effects of habitats and geographical locations, role of parrotfish corallivory, etc.).

The successful applicant will have a strong background in reef fish ecology, coral ecology/biology, and/or coral-algal interactions, with an excellent publication record commensurate with his/her career stage.
Applicants should also have outstanding oral and written communication skills, a strong quantitative background, and work well in a collaborative environment. Experience conducting field studies in
tropical marine environments (including SCUBA and small boat experience) is necessary. Familiarity with tropical western Atlantic/Caribbean coral reef ecosystems is desired.

The post-doc will be based in Miami, FL and hired through FIU, jointly supervised by Drs. Deron Burkepile (FIU) and Benjamin Ruttenberg (NOAA). The successful applicant will split time between the offices of NOAA and FIU and potential field sites in the Florida Keys, U.S. Virgin Islands, and Puerto Rico. Anticipated start date is late summer-fall 2011, but is flexible. The position is expected to last for two years. Expected products will include technical reports and peer-reviewed publications for both the data synthesis and field-based portions of the project.

Bioinformatics/Marine Microbial Ecology Postdoc, Oregon State University

This advertised position is a two year postdoc to study the dynamics of marine microbial communities and viral consortia associated with tropical coral reefs. This project aims to understand the complex and evolving role of microbes on coral reefs. This project is a large scale, multi-year field experiment that examines links between microorganisms, macroorganisms, and abiotic factors. The hired postdoctoral researcher will focus on the generation and analysis of large next generation sequencing datasets.
Experience in sequence analysis, phylogenetics, and programming are requirements. Other desirable general molecular and microbial ecology laboratory training skills include: TRFLP, clone, and metagenomic library generation, PCR, marine bacterial culturing, and general microscopy. Opportunities for the postdoc to form an independent research project on tropical reef microbial ecology will be encouraged.

Position Summary

Fisheries Policy Specialist, EDF

Under the overall direction of the Gulf and Southeast Oceans Program Regional Director, and direct supervision of the Southeast Senior Conservation Manager, this position will be responsible for implementation of area specific tactics, associated with strategies on commercial catch shares and other related commercial programs, which will bring these strategies to fruition. The Fisheries Policy Specialist will work with other Oceans team members to ensure the Gulf and Southeast Region's goals and objectives are met. The Fisheries Policy Specialist's scope of work will include conducting complex scientific, economic, and social analysis of South Atlantic snapper grouper, golden crab, and other commercial fisheries; helping to develop effective messaging and communications on catch share benefits and other commercial programs; securing catch share support from varied audiences; and conducting politically sensitive interactions (meetings and other communications) with coastal communities, fisheries stakeholders, state and federal fishery managers, South Atlantic Fishery Management Council members and staff, and elected officials. This position will work closely with other marine user groups, members of the commercial fishing industry, other NGOs, and any other interested parties to carry out the program’s mission.

Primary Duties and Responsibilities
The Fisheries Policy Specialist will perform the following and other duties as assigned:
• Identify, design, and conduct in-depth analyses of the South Atlantic snapper grouper and golden crab fisheries' commercial fishing sectors to identify the most robust catch share designs to optimize conservation and economic benefits, while minimizing adverse community impacts during the transition to catch shares.
• Implement area specific tactics, associated with strategies on commercial catch share adoption and implementation and other related commercial programs, which will bring these strategies to fruition. This includes researching and marshalling human resources and fiscal assets, developing external partnerships, using media and outreach materials, identifying and developing key commercial fishermen and stakeholder supporters, and cultivating Council member and staff support for each initiative.
• Provide catch share design recommendations and analyses and work with regulators, commercial fishermen, and others to ensure effective plan implementation and subsequent plan modification and improvement where necessary. Use these analyses as the basis for white papers, media and other communications pieces as needed.
• Demonstrate thorough strategic knowledge of NOAA's National Catch Shares Policy and related Magnuson-Stevens Act provisions related to Limited Access Privilege Programs (catch shares).
• Take the lead in analyzing draft amendments associated with South Atlantic Fishery Management Council commercial fishery proposals and prepare comprehensive EDF public comments to be submitted in light of that analysis.
• Under the direction of the Southeast Senior Conservation Manager develop and conduct effective commercial fishermen and stakeholder education and outreach initiatives to foster commercial catch share programs in the Southeast, including workshops, site visits, leadership training, media and communications training, and other activities. Conduct additional interactions with news media as needed to promote and publicize projects.
• Under the direction of the Southeast Senior Conservation Manager identify, design, and implement strategies for working directly with key supporters among commercial fishermen and other stakeholders to effectively leverage their voices with Council members and staff, state and federal agencies staff and executives, and other key decision makers to implement commercial catch shares throughout the South Atlantic.
• Assist the Southeast Senior Conservation Manager in efforts to bring key stakeholders (community, fishery, and NGO) together in developing well designed South Atlantic commercial catch share proposals and in ensuring successful plan implementation.
• Serve on federal and state advisory panels and committees key to advancing EDF's commercial work in the South Atlantic.
• Engage in fundraising support activities and collaborate on funding proposals and reports required by grantors or other requesting parties as needed.
• Undertake and complete special projects as needed.
• Cultivate close working relationships with members and staff of the South Atlantic Fishery Management Council.

Qualifications
The successful applicant will have the following minimum qualifications:
• Graduate degree or equivalent professional experience in science, policy, economics, or law, in areas related to environmental or marine resources policy, aquatic sciences, environmental sciences, or related fields
• Minimum of five years of related advocacy work experience and at least one year of related commercial fisheries work
• Strong understanding of state and federal marine fisheries policymaking and political processes, with a special emphasis on commercial fisheries and the provisions of the Magnuson-Stevens Act and Fishery Management Council procedures and responsibilities under that Act

ORISE Internship Program Opportunity, EPA Office of Water

Project Description:
A postgraduate internship project is available (via the Oak Ridge Institute for Science and Education) at the U.S. Environmental Protection Agency’s (EPA) Office of Wetlands, Oceans, and Watersheds (OWOW) in Washington, DC. The internship will be served with the Wetlands Division. OWOW manages the ocean and coastal protection, wetlands, and watershed assessment programs. The Wetlands Division in OWOW administers the CWA Section 404 regulatory program and collaborates with states and Tribes to build capacity in the areas of monitoring and assessment, regulation, water quality standards, and restoration partnerships.

This project will focus primarily on EPA’s Coastal Wetlands Initiative, a two-part effort consisting of EPA’s Coastal Wetlands Team and an Interagency Coastal Wetlands Workgroup. The Coastal Wetlands Workgroup is a joint effort between the Wetlands Division and Oceans and Coastal Protection Division and has the following goals: 1) confirm wetland loss and better understand contributing stressors; 2) identify and disseminate tools, strategies, policies, and information to protect and restore coastal wetland resources; and 3) raise awareness of the
functions and values of coastal wetlands, threats to these resources, and opportunities to protect and restore coastal wetlands. To achieve its goals, the Coastal Wetlands Team is meeting with stakeholders in focal watersheds around the country to conduct regional coastal wetland
reviews.

The second part of the Coastal Wetlands Initiative is the federal Interagency Coastal Wetlands Workgroup, which is comprised of members from EPA, National Oceanic and Atmospheric Administration, U.S. Fish and Wildlife Service, U.S. Geological Survey, U.S. Department of
Agriculture, U.S. Army Corps of Engineers, and the Federal Highway Administration. The team serves in an advisory capacity to the Coastal Wetlands Team by helping to identify coastal wetland review locations, participating in on-site review discussions, and coordinating efforts to
address gaps and needs identified by the reviews.

The intern will be mentored by an EPA staff member and will be part of EPA’s Coastal Wetlands Team. Team activities include:

Developing and maintaining a new coastal wetlands webpage (content and layout)
Organizing components of regional coastal wetland reviews
Collecting information about wetland stressors, tools, and protection strategies in regional review locations
Developing written materials in support of the Coastal Wetlands Initiative

The intern will gain first-hand knowledge of EPA’s water program and observe how EPA coordinates with states, tribes and other federal agencies to meet national water quality goals. S/he will gain educational benefits from EPA’s water programs through direct exposure to the intersection of science and policy. The intern will gain skills and experience related to wetlands management, including direct interaction with staff from seven federal agencies with wetland
protection and restoration programs.

Qualifications:
Applicants must have received a bachelor’s degree in biology, environmental science, or a related field within five years of the desired starting date, or completion of all requirements for the degree should be expected prior to the starting date.

This appointment is full-time for one year and may be extended for an additional three years upon the recommendation of EPA and availability of funding. The annual stipend will be up to $51,630 prorated based on the actual level of participation. Housing, transportation and relocation costs will not be paid. The successful candidate will have a Ph.D and a demonstrated track-record of peer-reviewed papers; having general publications for wider readership would be an advantage. Consultant for Mid term Evaluations of GEF - Biodiversity Project, UNDP

The Government of Seychelles (GOS), in partnership with the Global Environment Facility (GEF) and the United Nations Development Programme (UNDP) is currently implementing a programme of mainstreaming biodiversity management into the key production sectors of Seychelles.

Isolated from the continents for 65 million years, the fauna and flora of the Seychelles have evolved into unique forms with ancient Gondwanan lineage. The archipelago is a repository of globally important terrestrial diversity. It is also a storehouse of marine biodiversity. The Seychelles is part of one of the major biodiversity hotspots in the world: Madagascar and the Indian Ocean Islands. Its biodiversity is at risk of extirpation, and in some instances outright extinction, from a variety of human induced pressures. Seychelles faces the typical constraints of a SIDS, with its small land area and population, remoteness from major markets, limited natural resources and environmental vulnerability. Its most important assets are the truly rare beauty of the environment, and a significant fishery resource including pelagic and various coastal stocks.

Biodiversity is the base upon which the two major economic sectors – tourism and fisheries – have developed. This makes the conservation and sustainable use of biodiversity of vital importance for the country’s sustainable development. Seychelles is a frontrunner in environmental management in the region – one of the success stories has been the effective partnerships developed between tourism operators and NGOs for the eradication of invasive alien species and the restoration of small islands. Seychelles’ ecosystems and biodiversity are relatively intact compared to that of many other islands, but development pressures are expected to increase substantially. Past efforts at biodiversity conservation have focused on protected areas, but the major threats are associated with the main production sectors. The main threats stem from over fishing, tourism, and physical infrastructure development. The “Mainstreaming Biodiversity Management into Production Sectors Activities” project differs from past programmes by taking a sector-based approach that seeks to integrate biodiversity conservation into the day-to-day operations of the main production sectors. Barriers to this integration include insufficient capacities at the systemic and institutional levels, resource tenure and access rights, and insufficient know-how for sustainable ecosystem management.

The project will contribute to the achievement of the following goal: “The functional integrity of the terrestrial and coastal ecosystems is secured now and into the future, thus providing a base for sustainable development”. The project will be responsible for achieving the following project objective: “Biodiversity conservation objectives are integrated into key production sectors of the economy”. The project is divided into three outcomes, namely:

Outcome 1: Systemic and institutional capacities for mainstreaming biodiversity management within and across sectors are strengthened.
Outcome 2: Methods and means for integrating biodiversity and artisanal fisheries management are in place.
Outcome 3: The tourism industry is addressing biodiversity conservation needs as part of good practice in business operations.
